Most tenders ask for an "OEM" without ever pinning down what the word is supposed to guarantee. It reads like a formality, a box to tick before the real conversation about specifications and pricing begins. It isn't. Whether your infrastructure comes from a company that rebadges someone else's reference design, or from one that actually engineered what you are running, decides who picks up the phone when a chassis fails during quarter-end close, and whether that call gets answered in hours or routed through three companies before anyone takes ownership.
An ODM, or Original Design Manufacturer, builds to a reference design and sells that same platform, sometimes with a different bezel and a different name, to dozens of buyers at once. The company on your purchase order rarely touched the engineering. It sourced a catalogue product, added a logo, and moved on. There is nothing dishonest about this model. It is how a large share of the world's electronics get made, from laptops to networking gear. But it does mean the brand on your invoice and the team that actually designed the power delivery, thermal envelope, and firmware are two different organisations, and they do not always move at the same speed when something needs fixing.
An OEM, in the way enterprise infrastructure buyers actually use the term, is a different arrangement altogether. The company that sold you the server also owns the reference design, validates every component against every other component, controls the firmware, and carries the warranty obligation without routing it through a third party first. One name on the invoice. One team accountable for what is inside the chassis.

Public procurement policy under the Make in India and Atmanirbhar Bharat push rewards demonstrable local manufacturing, not a locally registered sales office reselling an imported reference design. A genuine Indian OEM can back that claim with engineering and assembly records on file. A reseller of an ODM platform generally cannot, no matter how India-facing its marketing looks. For BFSI, government, and PSU buyers scoring vendors against these criteria, that gap stops being a technicality and starts deciding eligibility outright, sometimes before price or specifications are even compared.
